Laura Sour has been a professor and researcher in the Department of Public Administration at CIDE in Mexico City since January 2001. She completed her Bachelor and Master’s degree in Economics at the Instituto Tecnológico Autonomo de México (ITAM). She later obtained a Master’s and PhD at the Irving B. Harris School of Public Policy at the University of Chicago. In October 2002 she began to coordinate the Budget and Public Spending Program at CIDE. In the same month she became a candidate for the, ”National System of Researchers” (Sistema Nacional de Investigadores) Her most recent publication is entitled, “An Economic Model of Tax Compliance with Individual Morality and Group Conformity,” Work Document Number 100, CIDE, 2001. Within the parameters of her research are topics such as tax compliance, public finances, public spending, macroeconomics, administrative reforms, decentralization and experimental economics.

Irma Ortega has been a Research Assistant in the Department of Public Administration at CIDE since April, 2003. She acquired her master’s degree in Public Policy and Administration at CIDE in 2002 and is currently a part-time professor at the Escuela Superior de Comercio y Administracion del Insituto Politecnico Nacional. Her main lines of investigation are: Comparisons between economic and administrative income classification, integration of budget figures in the administrative sector, the process of legislative power, as well as the budgeting process in the allocation of resources.

Marina Peña has a Bachelor’s degree in Economics from the Instituto Politécnico Nacional, Escuela Superior de Economía. Her primary research areas include budget policy, health-care, and education.
